The Family and Youth Service Center (FYSC)

The Family and Youth Services Center of East Baton Rouge (FYSC) is dedicated to empowering individuals and families to thrive, grow, and succeed. Our mission is to provide comprehensive support, resources, and opportunities that enhance the well-being and future prospects of our East Baton Rouge neighbors. We work in collaboration with onsite agency partners to remove obstacles, provide options, and accelerate success for those who need us most.

MEET THE TEAM

The FYSC Impact team is dedicated to fostering a community of support and helping children reach their full potential. The team works to identify and assess the needs of children and their families to provide appropriate service by collaborating with the family and community partners. The Impact Team Service Coordinator assigned to the case assures implementation of services to the child and family with a coordinated plan of care and extensive follow-up.We host 14 agencies on 9 acres of beautiful land right next to the Interstate near downtown Baton Rouge. The agencies work on the 3 C principle; Collaboration, Communication, and Cooperation to meet the needs of children and youth who are struggling with behavioral and/or educational difficulties.


ROXSON WELCH, JD, M Ed

Executive Director

Roxson received both her B.S. degree in Elementary Education and her Master's Degree in Curriculum Instruction from L.S.U.. Roxson is a nationally recognized educator having received many awards including the prestigious Presidential Award for Excellence in Science Teaching, Louisiana State Elementary Teacher of the Year; Council for Elementary Science International Elementary Science Teacher of the Year Award; and the President's Environmental Youth Program Award. She helped create the Louisiana Resource Center for Educators in Baton Rouge prior to being elected and serving on the East Baton Rouge Parish Metropolitan Council. While working full-time as the Educational Outreach Director for the Mayor's office she received her Law Degree and was sworn into the Louisiana State Bar in 2011. Roxson became the Executive Director of the Family and Youth Service Center a couple of months later. Roxson has been married to Duke Welch, 1st Circuit Court of Appeal since 1971. They have three children, eleven grandchildren and one great-grandchild.


MARIA BARRERA

Executive Assistant

Maria is a native of the big state of TEXAS and is fluent in Spanish as well as English. She has lived in Louisiana for the past eight years. She is happily married and is devoted to her two beautiful daughters and three handsome "bonus" sons. In her free time, she loves to travel and spend time with family.  Maria has been at the FYSC campus for the past seven years where she worked an office manager for a mental health agency prior to joining our team as an Executive Assistant in 2019. Maria’s motto is “teamwork makes the dream work” Helping people is one of Maria’s greatest passions and she shows this daily in all that she does. Through one person or one family at a time we can make this world a better place. Maria is a huge asset to FYSC. She is often the first person everyone sees and her welcoming attitude makes the heaviest load lighter.

DEPUTY STEPHANIE HICKS

Stephanie was assigned to work at the Family and Youth Service Center from its beginning, starting out as the Executive Assistant to Roxson. In the beginning Stephanie and Roxson worked late into the evening trying to find every child that was reported as being truant, knowing that truancy is the first indicator of trouble. Stephanie has become the resident expert of finding children and doing everything possible to ensure that they are seen, heard, and their problems addressed. Her dedication to children is admired and greatly appreciated by all who come in contact with her earning her recognition from the East Baton Rouge Sheriff through the "Above and Beyond Award" as well as the "Humanitarian Award " from the Louisiana State Chapter of the NAACP. Stephanie sees the worst in the world but believes in the best. Stephanie relies on her faith and when things are difficult, as they often are, she quotes Romans 8:28, "And we know that in all things God works for the good of those who love Him who have been called according to His Purpose." She is the mother of three beautiful daughters and the smartest, cutest and sweetest granddaughter ever. Vivienne has bounced around FYSC all of her life, so we all claim her as ours.


DORIS DICKERSON

Intake Coordinator

Doris is the proud mother of two sons and the loving grandmother of five adorable grandchildren. She retired from East Baton Rouge Parish School System as a Child Welfare & Attendance Supervisor and Hearing Officer in 2013 and began working with FYSC in 2016 as Truancy Intake Coordinator. Doris works hand in hand with Deputy Stephanie Hicks to find children, many who have been "lost" from the school systems for months and even years. They use all available information to find the children and they begin to piece together their stories making it easier to help the children and families. The stories help us see the whole child; not just their grades, attendance, behaviors, or how transient they are. Through their work we are able to see the "why" behind the reports on the paper. Doris often helps out by sitting at the front desk in the evening. She greets people with a beautiful smile and a gentle, soft voice that instantly makes everyone feel better. Doris loves music, enjoys traveling (mostly to see those grands), reading, cooking, and is a gifted and creative crafter. FYI, no one knows the New Orleans Mardi Gras scene better than Doris.


KAREN D. MARCHAND, LCSW

Impact Team Leader

Karen holds a Masters of Social Work from Southern University and A & M College of New Orleans, LA and a Bachelors in Psychology from Southern University and A & M College of Baton Rouge, LA. She is a Licensed Clinical Social Worker with certifications in Anger Management, Domestic Abuse Intervention, and Nurturing Parenting. She has served in the social services arena for over 25 years as and she specializes in forensic social work as well as, individual, couples, and family therapy.

TINA MANRY


Service Coordinator

Tina was born in San Antonio, Texas, but has traveled most of her life, first a “military brat” and then as a veteran of the U.S. Army. She earned a Bachelor of Science in Addiction Studies from Northwestern State University, and a Master of Social Work from Louisiana State University. Tina has experience in a diverse range of fields related (but not limited) to victims/survivors services. She has 3 children and 6 grandchildren. She is an avid reader, loves music, and is a self-proclaimed “crazy cat lady”. Tina firmly believes that as long as a person has breath in their lungs, they have hope for a better life, healing, and joy.


LAURIE GEHLING

Education Specialist

Laurie received her Bachelor of Science degree in education from Louisiana State University, her Master’s degree in Curriculum and Instruction and her Plus 30 in Educational Leadership from Southeastern Louisiana State University. Laurie recently retired from education after serving 12 years in various educational roles and 16 years as a principal. Laurie manages the tutoring program for Project Impact through magic. She works with the amazing volunteers from local high schools and gets them ready for each class but first she recruits he best, and they are the very best. She works with the families of the children and the schools to ensure that the Individualized Educational Plan (IEP) is correct and being followed when it is warranted. Laurie's dedication to education is well known within her community. When she speaks, others listen. She has been married 42 years to her husband, John. They have three children and four grandchildren.
